Maintain overall programmatic (cost, schedule, performance) responsibility for the execution of the contract and the delivery of one or more large and complex US Government (Department of Defense) program(s). Serve as the senior single point of contact for end point-related program and multi-provider coordination-related and incidents issues. Communicate critical and time sensitive program-related information directly to HP and client executives, as well as to other designated Government personnel, as appropriate. Represent the Contractor at program-related meetings attended by, or at the request of, client executives.
Applies expert subject matter knowledge to manage cross functional activities across all aspects of HP Federal that apply to this contract. Has accountability for contract delivery involving multiple business units, functions and location(s) with significant impact on business unit results and organizational strategy. Acts as a key advisor to senior management on the development of overall policies and long-term goals of the program. Plans, manages and monitors high-end operational/tactical activities of extended program team. Position will report directly to the COO, HP Federal.


Additional Guidance/Criteria:
- Directs and controls all activities related to one or more large and complex US Government (DoD-focused) programs.
- Provides guidance to 20 or more indirect reports.
- May require extensive travel within the United States and OCONUS to HP and client locations.
Responsibilities:
Program/project management environment.
- Participates in the development and implementation of worldwide, region, sub- region and/or business unit policies, practices, and systems to support the program/projects business.
- Provide strategic direction to maximize success in the solution area.
- Identifies and sponsors the ongoing development and improvement of leading edge processes and approaches for creating and leveraging intellectual capital.
- Provides an environment in which the program/project business is predictable and profitable. Works closely with Account Management, Category and senior leadership to align on strategies to maximize client success and business profitability.
- Responsible for health of the program portfolio. Consults with worldwide, region, sub-region or business unit management on programs or processes to improve the health of the program portfolio.
- Develop and execute business plan(s), balancing client needs and global solution area focus, consistent with regularly updated client business plans.
- Chairs or participates in the Solution Opportunity Approval and Review (SOAR) meetings and ensures the SOAR process is followed. Sponsors opportunities to the next higher SOAR level as appropriate.
- Drives the quality of bidding, contracting, and delivery of projects.
  • Ensures HP delivers to customer requirements, achieving budgeted revenue and margin goals for the program portfolio.
  • Monitors program during transition and delivery, including periodic project reviews and follow-up on appropriate actions.
- Supports customer work in the selling, contracting, and delivery phases.
- Develop and manage strong customer relationships at senior levels.
Professional development.
- Responsible for extended team performance, creating a positive and outcomes-based work environment and practicing sound business management, including accountability for team effectiveness and people development.
- Communicates regularly with practitioners on matters relevant to the profession.
- Consults with practitioners on career development and professional certification matters.
Education and Experience Required:
  • Minimum of Ten (10) years of combined experience managing and/or executing the planning, provisioning, and/or delivery of end point devices (e.g., Compute, Print) to organizations with at least 100,000 users across multiple locations. This experience includes managing or executing efforts involving replacement of either end-of-life (EOL) or technically obsolete hardware.
  • Must be a U.S. citizen and meet the eligibility requirements to obtain a final government security clearance in accordance with DoD 5220.22-M.
  • Program Management Professional (PMP) Certification, Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management Certification, or equivalent.
  • Information Assurance Level III Certifications in accordance with DoDD 8140.01 and DoDD 8570.01-M
Education:
- Bachelor's degree from an accredited college/university, Masters preferred.
Knowledge and Skills:
- Extensive experience with US military and Department of Defense IT contracts.
  • Demonstrates broad knowledge of US Military organization and culture.
  • Knowledgeable in HP products, technology and services.
  • Ability to develop and implement new processes and solutions across multiple business unit functions, including external organizations.
  • Ability to interact with customer and HP senior executive leadership, providing written and oral briefings, both in person and remote.
- Maintains and facilitates corporate standards of excellence throughout the program.
- Performance appraisal techniques, coaching and mentoring.
Has skills in and demonstrates state-of-the-art technical, functional & business knowledge
