The Position
The position is responsible for supporting the Ethics & Compliance Departments Government Accountability Programs (e.g., healthcare professional (HCP) Transparency, Corporate Integrity Agreements (CIA), risk evaluation and Prescription Drug Marketing Act (PDMA)) by reviewing and analyzing data, developing project plans designed to assist compliance with government obligations and will providing assistance in the submission of various government reports. The role will provide general support in meeting the objectives and obligations of the Government Accountability Program.
Relationships
Reports to the Director, Government Accountability. Works regularly with other compliance staff and functional areas, information technology, legal and other Novo Nordisk business areas and functionally-related departments. This position will also interact with external customers including Healthcare professionals, third party/external vendors/consultants. This position may interact with government officials as requested.


Essential Functions
  • Supports the Director, Government Accountability in facilitating and raising awareness while fostering accountability for the Ethics & Compliance program throughout the organization
  • Maintains understanding of laws and regulations, enforcement actions and evolving practices relevant to pharmaceutical ethics & compliance and proposes updates to Ethics & Compliance program, as appropriate
  • Actively works to identify, analyze, and mitigate potential business ethics risks to the organization
  • Supports reporting for all Government Accountability programs and requirements, including but not limited to Sample reporting, Sharp/Drug Takeback programs, Price Transparency, HCP Spend Transparency in the Local/State/Federal requirements
  • Informs management of ethics & compliance issues in a timely manner, while encouraging the flow of information between colleagues and lines of business
  • Develops, implements and monitors quality metric reports and provide trends and recommendations to improve data quality
  • As requested, collaborate with various stakeholders to increase compliance with the Government Accountability Program, increase data quality and aid in development of business rules for relevant areas
  • Support source system owners to guide mitigation and remediation activities
  • Prepare management summaries, project plans, monitoring and other ad-hoc reporting to support the Government Accountability Program
  • Supports the development of a cross-requirement plan to meet the objectives of the Government Accountability Program
  • Collaborate with Government Accountability team members to identify areas for improvement in process, systems and policies
  • Support Ethics & Compliance projects related Government Accountability or other interdepartmental projects as requested

Physical Requirements
0-10% overnight travel required
Qualifications
  • A Bachelor’s degree from an accredited institution required
  • A minimum of 4 years combined pharmaceutical, legal, regulatory, and compliance experience required OR a minimum of 2 years of experience required if accompanied by an advanced degree or certification (e.g. MBA, JD, PMP)
  • Experience working under a government reporting agreement is preferred (e.g. CIA, DPA, Consent Decree)
  • Demonstrates functional knowledge and understanding of the Anti-kickback Statute, the False Claims Act, Food & Drug Administration (FDA) rules and regulations regarding the promotion of pharmaceuticals, PhRMA and Transparency reporting requirements
  • Understanding of enacted regulations for city/county/state areas that apply to government enacted regulations laws and restrictions
  • The ability to think objectively and use sound reasoning principles
  • Uncompromising ethics and high standard of personal integrity
  • Ability to communicate effectively to technical and non-technical audiences
  • Ability to drive multiple projects to completion meeting internal and external deliverables with high degree of accuracy
  • Ability to manage multiple projects concurrently and collaborate across several functional areas
  • Strong written communication skills
  • Communicates effectively with different audiences and in different context
  • Advanced skills in Microsoft Office Suite
